Why are the incentive comp scores so low? Looks like the OTE isnt 2x base here? Is that true? Not a lot of upside?

It's been about 2 years (20-22) since I've worked there, but 70k was OTE, 40k base, and yearly the  benefits were rolled back to being worse and worse. I was directly lied to about OTE and compensation when I was originally interviewing and offered the job. We had multiple town halls asking why the pay was lower than the average sales positions (AE,BDR, SR. AE) and the only responses we got were "We are teamed with similar organizations to make sure we are following the market average". Having interviewed with multiple POS companies in the last 2 months it looks like nothing has changed. The multiple POS AE positions I've been offered  have had 30%-70% less total compensation than all other tech/Saas companies I've interviewed with and significantly higher workload. All in all it was a great resume builder, but a terrible work/life balance, compensation, and benefit package.
