A large part of compensation at AWS comes in the form of a sign-on bonus for the first 2 years (which bumps effective base significantly) or comes from RSUs (beyond year 2). So even though Base + Variable seem low, effective total comp is much higher (~$30k - $70k additional per year vesting).
