Incentives hugely depend on the targets set out. Currently there are annual quotas, therefore if the quota is irrealistic it you will earn low all year long while they keep trying to achieve the unachieveable.

There are and were challenges that impacted overall job satisfaction. Frequent changes in targets and a lack of clarity made it difficult to track performance accurately throughout the quarter. Working at IBM can vary widely. The current environment is very PIP-heavy - If you are a certain pay band, the minimum attainment to avoid a PIP could be as high as 80 to 90 percent.
