Most reps in Europe are far off from hitting targets. Most reps do 10-40% target achievement. Really depends on your patch and territory. If you have had a decent year it is very likely next 2 years will not be great. Oracle can afford to over hire and therefore reps are left with few good accounts. Salary increases are performance based, and therefor its is very hard to get salary raises.
