Quota achievement has a lot to do with the territory you are assigned, i.e install base with a propensity to buy versus greenfield (SAP or Workday shops, which are incredibly difficult to break into). Base is high as compared to other similar roles, but commission is capped with de-accelerators over a X% of quota. Training is best received from partners and working on deals with them rather then internally via Oracle.

The sales culture is entirely parochial. There's zero interest in customer success, it's all about getting the transaction done by the specified time. And the product you're selling has a competitive product also from Oracle, and there's another Oracle rep trying to compete with you for the same deal.
