The compensation structure for sales engineers was borderline corrupt. The managers got to decide how much "sales bonus" an individual should get as sales engineering was comp'd on the country number and not on the sales number of their respective account managers. This led to a lot of favoritism. Also, there were hardly any annual increments.

Most reps in Europe are far off from hitting targets. Most reps do 10-40% target achievement. Really depends on your patch and territory. If you have had a decent year it is very likely next 2 years will not be great. Oracle can afford to over hire and therefore reps are left with few good accounts.
