Recruiter mentioned salary/comp is capped and cannot be shared. Is this negotiable if selected or no? Also, does signing bonus exist at Gartner or is it based on geography?

Yes salary is negotiable (they train recruiters and sales rep to say that).

Yes you do get sign on, it was approx. 5% of base pay I think (UK MSE AE here) payed in first month - but no shares

Commission is uncapped, OTE bands are a state-by-state and title-by-title thing. 
Ex. in large enterprise sales, AM is lowest title, then AE, then Sr. AE, then Client Director. 
Gartner wanted me to live in my territory, so I relocated and negotiated a $10K sign-on bonus because they don't offer relocation assistance for external hires (only internal).

Base salaries are a range depending on the role (AM, AE, Sr AE, Client Director). The base is very competitive to the market.  Not sure how much you could negotiate outside of the range.  Commissions are uncapped.  I didn't get a signing bonus but  got a $10K bonus for successfully completing the training. It is very comprehensive and you have to take it seriously.

Comp is uncapped for all sales roles and accelerators are where the real money is made.

OTE is negotiable within a band for each role from AE to Sr. AE, etc.

Signing bonus is negotiable and I received one when I joined based on a bonus I was leaving on the table at my previous role by jumping ship before year-end.

When I joined in 2019, Gartner also paid the equivalent of your potential variable comp for the period you are in training (a bit of psychological trick to make you hungry for another big check as soon as you come out of training).  For me it was a 5-week process, so I was paid 10% of my annual variable comp upfront.

a lot of the recruiters are not the brightest at Gartner, discount what they tell you--I find they're not necessarily lying, but they're uninformed but think they are.

Depending where you live, large parts of the most populated areas of the US(California, NY, NJ, Illinois, CT, etc) have pay transparency laws where you're explicitly allowed via law to share your compensation/salary with your corworkers.

You most certainly negotiate your base/OTE but I will say that the selection process is very stringent and asking for something too crazy might force you out of consideration. Don’t know about a signing bonus but I did get a 10% bonus for simply getting through training.

Never have heard of capped commissions at Gartner.  And yes singing bonuses, can and are negotiated.  Why are they lying to you?

Absolutely untrue, I negotiated my salary up just last year and I also received a sign on bonus for a business development executive role (what most people view as an AE)

I'm currently a Senior AE at Gartner. They don't want you sharing your comp because you could get paid more/less than someone with the same amount of experience as you who was just recently hired. It all depends on how well you negotiate - which is absolutely something I'd do. I negotiated.
